Chula Vista Police Department confirms the passing of CVPD assistant police chief Phil Collum due to his battle with cancer.
The assistant police chief started his career in law enforcement with the Chula Vista Police Department in 1994. Collum made history by becoming the department’s first-ever African American police lieutenant, captain, and eventually assistant chief.
“It is with tremendous sorrow that Chief Roxana Kennedy announces the loss of her second in command and close friend, Assistant Chief Phil Collum. He passed away yesterday evening after his short battle with a rare form of cancer,” the Chula Vista Police Department said in a recent news release.
A memorial service will be held to honor Collum at Eastlake Church this weekend, Saturday, April 20.
