Chula Vista Elementary School District Board president Kate Bishop officially resigned from her position on Oct. 20 at a board meeting after a series of controversial tweets resurfaced angering many parents in the community.

The board of education appointed Lucy Ugarte as Board President. Ugarte has been a resident of Chula Vista for over 25 years. She is the parent of four children, all of whom attended District schools. Her term expires on December 2024.

The board also appointed Leslie Ray Bunker as Vice president, Francisco Tamayo as Clerk and Oscar Esquivel as board Secretary. 

Nearly a month prior, Bishop addressed the tweets while opening the Sept.15 board meeting with her presidential privileges to issue an apology to parents and community members who were “rightfully upset” for reckless social media posts. Bishop was elected onto the Board of Education in November of 2020. Her Twitter account was made private shortly after the tweets resurfaced that dated back to 2011. 

“The intention of these tweets were to be funny, but they weren't. They’re hurtful and I'm very sorry. I own my past mistakes and I continue to be much more mindful and responsible going forward” Bishop said. 

Interim Superintendent Oscar Esquivel, who was appointed Interim Superintendent at the July 14 board meeting said “Her personal tweets do not represent the opinions or beliefs of the Chula Vista Elementary School District”.
