The Otay Water District among others countywide will see an increase in their entitlement percentage effective Jan.1, 2022 after a weighted vote at the 2022 San Diego County Water Authority board meetings. 

The Nov.18 SDCWA board meeting approved the Calendar Year 2022 weighted vote allocations for the CWA member agencies. Increases among other districts include the Padre Dam Municipal Water District, and the Lakeside Water District. For this year, the Helix Water District will decrease. 

The Helix Water District share will be 6.657 percent, Otay will have a weighted vote of 6.041 percent, Padre Dam will have 2.701 percent of the weighted vote, and the Lakeside weighted vote will be 0.741 percent.

Each agency’s total cumulative financial contribution determines calculations of member vote entitlement. Financial contributions from the previous fiscal year includes all taxes, assessments, fees, and charges paid to or on behalf of the CWA within member agency boundaries by property. 

The totals include standby charges, capacity charges, infrastructure access charges, readiness-to-serve charges, connection and maintenance fees, and annexation fees as well as charges for water delivered and sold to CWA member agencies. The total cumulative financial contribution for the period ending June 30, 2021 was $15,420,418,340.

In 2021, Helix had 6.685 percent, the Otay allocation was 5.932 percent, the Padre Dam share was 2.685 percent, and Lakeside was given 0.739 percent of the weighted vote. The cumulative financial contribution made in 2019-2020 was a total of $14,735,459,810.
